The outflow of skilled and educated workers on the one hand, and the influx of unskilled workers on the other, have created numerous challenges for the country. These challenges include a decrease in the level of innovation and technological development, an increase in the unemployment rate due to increased competition for low-income jobs, and pressure on limited resources such as housing and educational services. Given the current state of the education system and the shortage of teachers and educational space, these problems can lead to a decline in the quality of education. The government's lack of planning and sufficient attention to these issues has exacerbated the negative effects of this phenomenon and poses serious risks to the country's sustainable development. In such circumstances, it is necessary to adopt comprehensive and effective policies to manage migration and strengthen economic and social infrastructure in order to reduce the irreparable effects of this process and prepare the ground for exploiting opportunities. Improving economic conditions and creating incentives for elites to return could be part of the solution to this problem. مهاجرت نخبگان و خروج صاحبان سرمایه از ایران به کشورهای توسعه‌یافته، همراه با ورود جمعیت زیادی از افغانستان، موضوعی است که تاثیرات عمیقی بر ساختار اجتماعی، اقتصادی و فرهنگی کشور داشته است. خروج نیروهای متخصص و تحصیل‌کرده از یک سو، و ورود کارگران غیرماهر از سوی دیگر، چالش‌های متعددی را برای کشور ایجاد کرده است. از جمله این چالش‌ها می‌توان به کاهش سطح نوآوری و توسعه تکنولوژیکی، افزایش نرخ بیکاری ناشی از رقابت بیشتر برای مشاغل کم‌درآمد، و فشار بر منابع محدود مانند مسکن و خدمات آموزشی اشاره کرد. با توجه به وضعیت فعلی سیستم آموزشی و کمبود معلمان و فضای آموزشی، این مشکلات می‌تواند به افت کیفیت آموزش منجر شود. عدم برنامه‌ریزی و توجه کافی دولت به این مسائل، تاثیرات منفی این پدیده را تشدید کرده و خطراتی جدی برای توسعه پایدار کشور در پی دارد. در چنین شرایطی، اتخاذ سیاست‌های جامع و موثر برای مدیریت مهاجرت و تقویت زیرساخت‌های اقتصادی و اجتماعی ضروری است تا اثرات جبران‌ناپذیر این روند کاهش یابد و زمینه برای بهره‌برداری از فرصت‌ها مهیا شود. بهبود شرایط اقتصادی و ایجاد انگیزه برای بازگشت نخبگان می‌تواند بخشی از راه‌حل‌های این مسئله باشد. /downloadfilepdf/665976
