The curriculum, as a roadmap for human resource training, has a direct impact on the quality of student learning and the overall direction of the education system. In recent years, despite efforts such as the development of the Fundamental Education Transformation Document and the National Curriculum, numerous shortcomings have been observed in policymaking and curriculum implementation. The most important of these challenges include severe centralization in decision-making, poor adaptation of content to the real needs of society and the labor market, ignoring the cultural diversity of regions, little attention to life skills, and the lack of effective mechanisms for teacher participation in the policymaking process. Studies show that the consequences of this situation are a decrease in educational effectiveness, a decline in teachers' professional motivation, and a gap between theoretical education and job realities. Finally, the article emphasizes the need for a research-based and participatory approach in curriculum policy-making, and presents suggestions such as gradual decentralization, strengthening the connection between education and employment, and reviewing national evaluation processes. پژوهش حاضر با هدف تحلیل سیاست‌های برنامه‌ریزی درسی در نظام آموزشی ایران و شناسایی چالش‌ها، پیامدها و راهکارهای اصلاحی آن انجام شده است. برنامه درسی به‌عنوان نقشه راه تربیت نیروی انسانی، تأثیر مستقیم بر کیفیت یادگیری دانش‌آموزان و جهت‌گیری کلان نظام آموزشی دارد. در سال‌های اخیر، با وجود تلاش‌هایی چون تدوین سند تحول بنیادین آموزش و پرورش و برنامه درسی ملی، کاستی‌های متعددی در سیاست‌گذاری و اجرای برنامه‌های درسی مشاهده می‌شود. مهم‌ترین این چالش‌ها شامل تمرکزگرایی شدید در تصمیم‌گیری‌ها، ضعف در انطباق محتوا با نیازهای واقعی جامعه و بازار کار، نادیده گرفتن تنوع فرهنگی مناطق، کم‌توجهی به مهارت‌های زندگی و فقدان سازوکارهای مؤثر برای مشارکت معلمان در فرآیند سیاست‌گذاری است. بررسی‌ها نشان می‌دهد که پیامد این وضعیت، کاهش اثربخشی آموزشی، افت انگیزه حرفه‌ای معلمان و فاصله میان آموزش نظری و واقعیت‌های شغلی است. در پایان، مقاله با تأکید بر ضرورت رویکرد پژوهش‌محور و مشارکتی در سیاست‌گذاری برنامه‌درسی، پیشنهادهایی همچون تمرکززدایی تدریجی، تقویت ارتباط میان آموزش و اشتغال و بازنگری در فرایندهای ارزشیابی ملی ارائه می‌کند. /downloadfilepdf/666954
